Call for Tender: Supply of Livestock and Related Services for Qurbani 2026 / 1447 AH

 

Islamic Relief South Africa invites qualified and experienced service providers to submit tenders for the supply of Qurbani livestock and the provision of related services for the Qurbani 2026 / 1447 programme across South Africa.

These tender forms part of Islamic Relief South Africa’s annual Qurbani programme, implemented during Eid-ul-Adha to provide fresh meat to vulnerable families who may not otherwise have access to meat throughout the year.

Through this initiative, Islamic Relief South Africa seeks to support vulnerable households, including orphan and child-headed households, female-headed households, elderly beneficiaries, persons living with disabilities, and families facing economic hardship.

Scope of Services

Islamic Relief South Africa seeks to appoint suitably qualified service provider(s) to supply livestock and undertake the full Qurbani operational process across the following regions:

  • Western Cape
  • KwaZulu-Natal
  • Gauteng

 

The successful service provider(s) will be responsible for the following services:

  • Sourcing and supply of healthy, Shariah-compliant cattle
  • Transport of livestock to holding facilities
  • Safeguarding, feeding, and care of animals before slaughter
  • Livestock tagging and traceability management
  • Veterinary inspections and certification
  • Slaughtering in accordance with Islamic Shariah requirements
  • Skinning, cleaning, and cutting of meat
  • Weighing and labelling of meat packs
  • Packaging of meat into household distribution packs
  • Provision of cold storage and refrigeration
  • Maintaining cold chain management until distribution

 

All services must comply with Islamic Relief Worldwide Qurbani Guidelines and applicable South African regulations, including the Meat Safety Act (Act 40 of 2000) and National Environmental Management: Waste Act (Act 59 of 2008).

 

Estimated Livestock and Meat Pack Quantities

Islamic Relief South Africa estimates the supply of 35 non-dairy cattle per region, totalling approximately 105 cattle nationally, subject to change depending on funding and operational requirements.

Each animal must have a minimum live weight of 450kg. Each meat pack should be 3.5 kg.

 

Key Requirements

Service providers must demonstrate the capacity to deliver the full Qurbani service, including:

  • Suitable livestock holding facilities
  • Slaughter facilities compliant with halal requirements
  • Packaging and processing capacity
  • Cold storage and refrigeration facilities
  • Livestock tagging and traceability systems
  • Veterinary compliance and animal welfare standards
  • Ability to meet operational timelines during the Qurbani period

 

Livestock must meet the following conditions:

  • Age between 2 and 4 years
  • Minimum 450kg live weight
  • Healthy and fit for human consumption
  • Not pregnant
  • Free from disease or injury
  • Suitable for Islamic Qurbani requirements

 

Documentation Required

Interested bidders must submit the following mandatory documentation:

  • Completed tender application form
  • Official quotation including VAT
  • Company registration documents
  • Valid SARS Tax Clearance Certificate
  • Proof of banking details
  • Financial statements or bank statements
  • Halaal certification of slaughter facility
  • Evidence of experience in livestock supply or similar projects
  • Details of livestock holding facilities and slaughter capacity
  • Cold storage and refrigeration capacity
  • Confirmation of tagging and traceability procedures
  • Completed annexures and declarations included in the tender document

Incomplete submissions may be disqualified.

 

Evaluation Criteria

Bids will be evaluated according to Islamic Relief South Africa procurement policies and will consider:

  • Price competitiveness
  • Capacity and infrastructure
  • Compliance with requirements
  • Relevant experience
  • Quality standards and animal welfare

 

Compliant bids will be scored out of 100 points based on these criteria.

Islamic Relief South Africa reserves the right to appoint one or more service providers and may allocate services by region or volume depending on operational capacity.
