Position Title      : The National Programs Delivery & Impact Coordinator- DI

Organization       :  Islamic Relief South Africa ‘IRSA’

Reports to           : Head of Programmes.

 

Job Purpose:

The National Programmes Delivery & Impact Coordinator (DI) is responsible for strengthening effective programme delivery, performance management, and impact generation across Islamic Relief South Africa’s programme portfolio.

The role ensures that programmes are implemented on time, within scope and budget, and that results, outcomes, and learning are systematically tracked, analysed, and used for adaptive management and strategic decision-making. The DI Coordinator supports the Head of Programmes in ensuring that programme delivery translates into measurable, meaningful, and sustainable impact for rightsholders.

This role holds primary responsibility for programme delivery performance, results monitoring, and impact oversight, ensuring that implementation progress, KPIs, and outcome measures are achieved in line with organisational expectations. Together with the complementary PQA role, this position ensures a clear division between quality and compliance oversight (PQA) and delivery and impact oversight (DI), enabling an integrated and balanced approach to programme excellence under the leadership of the Head of Programmes.

 

Key Roles & Responsibilities:

 

Programme Delivery Coordination:

  • Coordinate and monitor programme implementation across regions and sectors to ensure timely and effective delivery.
  • Support Programme Managers and Regional teams to address operational bottlenecks, implementation delays, and delivery risks.
  • Ensure consistency in the application of workplans, implementation schedules, and reporting timelines.
  • Support programme start-up, scale-up, and close-out processes.

 

Performance Management & Results:

  • Support the development and implementation of programme-level KPIs, performance frameworks, and delivery indicators.
  • Monitor programme performance against approved plans, budgets, and targets.
  • Flag delivery and performance risks to the Head of Programmes and support corrective actions.
  • Strengthen accountability by linking delivery performance to results and impact.

 

Impact, Learning & Evidence:

  • Work closely with the National MEAL Manager to ensure effective monitoring, evaluation, accountability, and learning systems are applied across programmes.
  • Support outcome and impact measurement, including data quality assurance and results validation.
  • Promote the use of evidence, learning, and evaluation findings to inform programme adaptation and future design.
  • Contribute to the documentation of programme outcomes, impact stories, and lessons learned.

 

Digitalization & Programme Systems:

  • Coordinate the rollout and use of digital programme management and tracking tools that support delivery oversight and impact monitoring.
  • Work in close collaboration with the PQA Coordinator, MEAL, IT, and Finance to ensure digital systems support transparency, efficiency, and decision-making.
  • Support the development of dashboards and reporting tools that provide real-time visibility on delivery progress and results.
  • Promote data-driven management practices across the Programmes Department.

 

Cross-cutting Coordination & Compliance:

  • Coordinate with Safeguarding, Finance, MEAL, and Grants teams to ensure delivery processes comply with organizational policies and donor requirements.
  • Support the integration of safeguarding, accountability, and compliance requirements into programme delivery.
  • Participate in audits, reviews, and donor visits related to programme delivery and performance.

 

Advocacy & Communications Support:

  • Support programme teams and the Communications & Advocacy Team by providing delivery and impact evidence to inform advocacy messaging and external communications.
  • Ensure that programme data and results used for advocacy are accurate, validated, and aligned with IRSA standards.
  • Contribute to strategic positioning by ensuring delivery realities inform advocacy priorities.

 

Coordination & Internal Support:

  • Work closely with the National Programmes Partnerships & Quality Assurance Coordinator (PQA) to ensure quality standards are embedded in delivery processes.
  • Provide technical and coordination support to Regional Project Managers and Programme Managers.
  • Support internal capacity building on programme delivery, performance management, and results-based management.

 

Reporting & Accountability:

  • Provide regular delivery and impact updates to the Head of Programmes.
  • Contribute to management, and donor reporting from a delivery and impact perspective.
  • Support accurate and timely programme reporting aligned with donor and organizational requirements.

 

Other:

  • Travel Requirements: Willingness to travel and spend time in the field as required by the needs of the grant-funded projects,
  • Ad Hoc Duties: Perform any other duties as required by the line manager, in line with the job purpose.
 

Key Interfaces:

  • Internally: Chief Executive Officer, Head of Programmes, National PQA Coordinator, National MEAL Manager, Programme Managers, Regional Programme Teams, Finance, Safeguarding, Grants, Communications.
  • Externally: Implementing Partners, NGOs, Institutional Donors, Government Stakeholders, Community Structures, Technical Consultants.
 

Educational Qualifications:

  • Bachelor’s degree in Development Studies, Project Management, International Relations, Social Sciences, or a related field.
  • A Master’s degree will be an advantage.
 

Professional Competencies:

  • Minimum 5–7 years’ experience in programme delivery, coordination, or results-based management within the NGO or humanitarian sector.
  • Strong experience in managing multi-sector and multi-location programmes.
  • Demonstrated experience in performance management, monitoring, and impact reporting.
  • Strong analytical, coordination, and problem-solving skills.
  • Experience with digital programme management tools is an advantage.

  

Skills, knowledge & experience required:

  • Excellent written and verbal communication skills in English.
  • Strong planning, organization, and follow-up skills.
  • Ability to work under pressure and manage competing priorities.
  • High level of integrity, accountability, and professionalism.
  • Proficiency in Microsoft Office and programme management systems.
  • Willingness to travel and conduct field visits as required.
